Which is better the ATI Radeon 3000 or ATI Radeon X1950 Pro? I know both of them are rubbish but I just want to know which one is better.

Uninstall the graphics card driver and the ATI Catalyst suite, then download and install the latest Catalyst driver suite from AMD/ATI , not from Dell .
May be you should write your video card model to get better support.. .
