You may want to try the ATI Omega Drivers.
Either Windows uses wrong drivers for the monitor, or the ATI and the monitor drivers are incompatible in some way .
Might be a driver issue with the drivers of the monitor .

4870 does perform a little better, but those 2 run cooler and quieter... .
But for that money I'd rather get 5770/6770 with 1GB GDDR5 .
Anything's better than 5450.
How much is the HD 4870? Around $70-80 depending shipping .

It sounds like it could be....
Uninstall the graphics card driver and the ATI Catalyst suite, then download and install the latest Catalyst driver suite from AMD/ATI , not from Dell .
May be you should write your video card model to get better support.. .
