I am browsing over invitations and am wondering if I put the restaurant where we are meeting if it would be implied that we somehow (the bridal party) are paying for it.
The bride will be taken care of, but everyone else is on their own.

The Inn at Mystic/ Flood Tide has a Sunday brunch with nice views of the sound .
I don't know if they can accomidate 15 outside, but it's worth a call .
They have an outside patio as well.

She should cover any food or extras.
If it's a surprise you all should chip in for her room, and activities (cover charges, shows, taxis) .
