I have some pages on my site that are plain HTML pages, but I want to add some ASP .NET type functionality to these pages. My concern is that if I simple rename the .html page to .aspx that I will break links, and lose SEO, and so on.

The idea here is that you rename all the existing pages to .aspx, but have all incoming requests handled as a permanent redirect (301) to the new .aspx pages .
You could use ISAPI rewrite to redirect the .html urls to the .aspx urls .

I have a dynamic text field inside a MovieClip symbol. Whenever the mouse pointer is hovered over the symbol, the cursor changes to the I-shaped text editing cursor. This may be a very stupid question, but is there any way to avoid this? Not even using...

Have you tried setting the TextField's selectable property to false? This will prevent the user from dragging the mouse to select the text (thus they can't copy it to the clipboard), but I believe that should also prevent the cursor from changing .

This can happen if you are splitting....
In that case, one of the Freeview receivers may not be getting a strong enough signal .
If I read this right, you can get Freeview channel 10 (ITV3) on one Freeview receiver, but not on a different Freeview receiver .

To elaborate: Do individuals at high school keep a rather constant GPA or will it change over time. As in you need a 4.5 weighted GPA to get into top 5%, would that value change over time, or stay close

GPA has been going up (known as grade inflation).
I know ours is within .2 or so of 3.2 every year .
Obviously there are fluctuations from grade to grade, but average GPA is probably kept constant .
