I ended up creating a new controller called forgotten_passwords, to control the process
forgotten_passwords - new : maps to I forgot my password page forgotten_passwords - create : maps to start forgotten....

If you actually want to logon and use the machine again, reset the Administrator password (which doesn't require pulling out the hard drive, and... .
If you just want to get the data off, pull the hard disk drive out and plug it into another Windows machine .

I've used several for years with no trouble but none on 2k8 .
There are a number of free password reset bootable disks available .
You have to know an administrative account to join an Active Directory .
