Does anyone know of rails hosting companies that will offer a free plan for non-profits to get up and running. I am sure it would only be free to a certain point (bandwidth, disk, etc.) but would like to explore the options.

I would say look for organizations you like, contact them directly, and see whether they have... .
I don't know of any marketplace for IT volunteerings.
As an alternative, I would suggest putting time in doing freelance work and then donating the money .

What does NON PROFIT mean? A short while ago I advertised a NON_PROFIT event on the FREE Events Forum.
It was deleted by a mod who is unwilling to identify him/her self, although oyk4some tells me it was due to members saying it was on the wrong forum...

I'm happy that you will discuss the wording, and if your, Non Profit means there is no intention to make a profit, therefore the numbers attending only reduce the shared costs.
