Are you referring to data features required on smart phones ?? I think the phrase "tariffs" is not the right term .
If consumers stopped buying those devices, the additional charges would go away .

I've just had a week in Turkey and never had the mobile broadband turned on once .
I'd just turn all data off and use wi fi only, nothing can run up your phone bill without your knowledge then .
