The Bolivian Consulate ( http://www.bolivia-usa.org/ ) in Washington DC never answers its phone (202 232 4828) and does not have any current info on the tourit visa requirements .

With a child I will suggest a conservative approach, hence PIO, you should also get it earlier, hence easy to plan travel .
Visa will be definitely a cheaper option but remember re-entry is not allowed within 2 months of its expiry .
