If it happens the same time during prime time (7pm to 1am) usage every night and the speed returns later in the evening (after midnight usually) then that sounds like the AT&T network is oversold in your area .

I was just curious, what would you say is a reasonable response time (from a ping test) to networks?
At present, I have dedicated servers in the DimeNOC (Florida based) and get around 115 milliseconds from a ping test, which can't be complained...

Ping takes all of that into account....
This is not surprising because it goes LON < at all .
So 180 sounds good, also lower is good if you have things to sync in London to a server in Phoenix, I have a 150ms ping.
Feel like a regular page load.

Any voice packet that's delayed longer than that becomes noticeable .
UDP in this case will perform much better and dropped / out of sync packets tolerance of somewhere around 150ms.
TCP is a terrible idea.
