I actually need help with the reason for this particular rate, I've been through so many Old and resent Auction catalogues, every internet site I can find that has postal history with out finding this rate on any post card.

Since the 1904 2½d centre is black your example is consistent with fading .
I'd say this is a forgery that never quite got finished.Forgeries are known where the frame has been faded out and the necessary colours and values substituted .

That slight golden hue is catching just the devices and keeping the fields creating a slight cameo effect via toning .
The toning on the Yen is really nice.
