I'm wondering about the fact, that PCI architecture is hierarchical. Therefore, even if I have two PCIx4 slots, it's possible that I will not be able to fully utilize it, because the slots will connect in one node, which can have bandwidth insufficient...

At this point DDR2 can comfortably, and if you can find a diagram from Intel or whoever you should be able to work out where any will often enumerate everything on the PCI....
Each PCIe (v1) lane should comfortably handle 2 x 1Gbe links.

I want to run 3 DVI LCD displays, and I currently have a 9600GT. I plan on replacing the 9600 GT with an ATI HD 3870 card.

According to tomshardware the 5450 is a few steps bellow the X1800 so it probably will not work for you.

I'm wondering what "x4" or "x16" means?
As of now, I've been assuming that x16 is the best, but is there anything bad w/ x8 or lower? Pretty much all Intel mobos seem to be x8.

A lot of motherboard support pci-e 3.0 and soon there will be official pci-e 3.0 video cards out.
However, Sandy Bridge CPU's only support pci-e 2.0 in their expansion options.

Sandy Bridge-E (3820, 3930k, 3960kx) does support PCI-E 3.0 and can support two GPUs in x16/x16 or three in x16/x8/x8.
