I run around 15 websites with 12 SQL 2008 (Web with 2 SQL 2008 (Web) databases and that is working fine as well.
RAM whereas the other with 2 vCPU and 1.5GB RAM .

You could possibly find some other third party VPN solution to use on the server, but the standard MS RAS capabilities will not be available.
