So the question is whether or not string literals (or const strings) in Delphi 2009/2010 can be directly cast as PAnsiChar's or do they need an additional cast to AnsiString first for this to work?

When you're done, you can encode everything as UTF-8 again .
Decode them into a saner representation first, and then operate on them .
That's almost always a bad idea.
Guessing from your problem description, you seem to process UTF8-encoded strings .
