Is Virtual PC on Windows 7 x64 only able to virtualize x86 versions of Windows 7?

Hi all,
how I can enable using visual themes for Delphi 7 IDE on Windows 7? For Windows XP I made file delphi32.exe.manifest, but for Windows 7 it does not work.
I mean Delphi 7 enviroment and development. My programs are OK.

Enterprise is not an edition that is commonly available in shops to the general public and is not covered by anytime upgrade (where you can upgrade editions easily) .
