When the dsc module is plugged in the brakes are applied. If I unplug it the brakes are free and they work with the pedal. I have just replaced the head but I did not mess with any of the dsc/abs stuff. Also, the pump over by the master cylinder is constantly...

I don't know what an "actron" is, but I'm betting it's an obd2 computers .

If you have INPA or something similar, run that ABS pump manually and see it in action for yourself point.
From the abs pump gets transmitted directly to the valve block which directly transmits it to the module.

My 07 Z4 3.0si seems to have toasted the DSC/ABS Module. Started back this spring when I noticed the trickle charger wasn't charging anymore, and the battery was dead. Used a jumper box to start the car and after letting it run, everything seemed fine...

Connect one end to the common ground point under your hood on the passenger side beside the intake... .
Take a length of electrical wire with alligator clips on either end .
Have you tried the ground fault test?? If not, then you haven't tried "everything".. .
