The 'Stretched Horizontally' setting in the Catalyst Control Centre should cover this with no problem :)

I am not familiar with ATI so I can not tell with that.
Monitors, ATI would have to have that in it's desktop options.

I would like to start another x session but I can't do it anymore, since I installed the Proprietary ATI Drivers. Apparently it seems to be were the problem is coming from.

Urgh....
F6 -> F12 But, you could use the User-Applet, and start another session with another account, preserving all logged in users etc .
You can't start another X-Session on the same tty, they are associated with each other:
F1 -> F7 F2 -> F8 .. .

I had a scare it came back with 11.12.
I can't to 11.8 this was not an issue with for me (with an ATI 5450).
I contacted ATI via their support website and it was fixed in a driver update.
With an HD6450.
