Might downwind states enact stricter air quality standards, than upwind states? Would wind still cause air to move from upwind states, to downwind states? Would "lower quality air" thus be introduced into downwind states from upwind states? If so, might not the downwind states sue, in their own downwind courts, the leaders responsible for the upwind states lower quality air? source

I agree that Vick should be allowed to re-enter the league as he has done his time in prison. I'm sure he will be suspended for a few games if he is reinstated, which would be fair for what he has done. I disagree that playing in the NFL is not a privilege but a right. The NFL is an entertainment business, and since it is a business nobody has the right to play in that league. It is a privilege to be asked to play in this league and earn the outlandish salaries that these players do. If you cannot handle that responsibility, and cannot stay clean off the field, then the league should hold the right to remove your services. If anything happens with Vick again, I have little doubt that he will be banned from participating in the NFL for the rest of his life. source
