The main problem with the IRS is that the whole system is corrupt beyond repair.
1) Graduated income tax is only fair if it is applied to everyone. (Its not)
2) The whole system becomes more complex each year.
3) Very few complain and fewer get attention...

I've been out of work for quite a while. Just got a part time job. I worked as an independent contractor last year, and at the time didn't have any idea what implications this had on anything. I beleive the person who hired me in this capacity apparently...

I would think it would also - taxes have already been paid on the nondeductible contributions, so it would cost the IRS a lot.
