I have a 23" Cinema with the ADC plug. I've been using it with the DVI to ADC adapter for many years, though I did not use any of the monitor's usb ports during this time. I recently bought a new Macbook, so now I have am combining a Mini DVI to DVI adapter...

I've been running my 22" through a DVI to ADC adapter, with the USB disconnected, for years the buttons on the monitor.
If the DVI to ADC adapter's USB cable is plugged into the computer, the display's USB ports should.

Remove the 9800GT completely (having a card in might disable the onboard graphics), plug the monitor into the motherboard's VGA output and see if you get a ... .
Does the motherboard have an onboard graphics chip?
If it does, that's the first thing to try .

I got an adapter labeled "DVI Analog to VGA adapter".
It also says "DVI-Analog M to VGA HD15F.
Anyway, it is missing two of the four pins around the
wide tongue that normally, as I understand it, comprise
the analog signal. Of course it does not work....

It seems that pure 2 x DVI dual head video cards are becoming rare. Most cards feature something like 1 x DVI plus 1 x HDMI plus 1 x VGA or some other interface. The idea seems to be that you can just use an HDMI <=> DVI adapter .

An HDMI-> DVI adapter is just a pin converter nothing) output no problem - without even breaking a sweat.
In a different connect (plus it adds audio support).
