Sorry I can't be more help.
I think that they had a guardianship until the adoption went through.
For the adoption to be finalized (in Wisconsin...state laws can vary).

Sad story from all sides. Personally, don't understand why the child wasn't originally place in foster care (as opposed to foster-to-adopt).

A lawyer, she was not allowed to attend the hearing, but we decided we didn't care about "go without saying", as the adoptive family's lawyer does, it horrifying.

My stepson is 17. We went to the free initial consult with an adoption attorney last week (she also claims to be an immigration attorney).

USCIS Citizen through Adoption....
Here is what the USCIS says about adoption through parents.
It's the ADOPTION (as stated by the lawyer) that must have occurred before the 16th birthday for the child the usual requirements.
