Your forum files are currently at version SMF 1.0.8, whereas your database is at version SMF 1.0.7.

I believe that normally, SMF should create the folder, but delete it after installing, I'm not sure it can some further check-ups and it seems....
Indeed every once in the while this comes up on Support forums, and SMF.

I had previously done this by using a host error page to redirect the user to a custom action within SMF, this makes it much from the package:
Add an Apache Error Handler....
Downloaded and installed for SMF 2 Beta with no hitches.
Very nice mod.
