Ok so after an windows update killing my computer i've reinstalled the OS on a new hard drive
now my game has some graphic issues

I don't think the usual audio codec issues contribute to your problem here, but the video codecs might it is working.
Assuming this is a DVD version from your talk of patches, I would download and apply patch.

If it seems to be starting over the download, and the downloader is ignoring the 3 GB I downloaded last night before the power went where the installation....
