Most folks in Warren (as in other cities around here), are under water in their homes.

Mom is from Akron and it is pretty miserable.
Not surprised Ohio has 5 out of the top 20 .
I agree Stockton & Modesto are pretty miserable cities, although I didn't live in either one.

I don't know what always defines a "CITY" just because all those little areas that are or aren't actually considered legally part of the city or not. It always confuses me how cities have weird and shifty boundaries.
