On my notebook I do not see any cursor animation (mouse pointers are visible but not animating), although all settings are correct. Any ideas as to why?

If I change Cursor-Theme for and back it works.
Are you using the default, animated cursors? There are older cursor themes that are not animated.

Since mouseover events from child elements bubble/propagate to the parents, I would use a timer that is cancelled in the onmouseover event of the sub menu's div, if I was going the non-library route:

I was able to solve the problem WITHOUT having card and (seemingly random) cursor corruption often followed by a lock-up.

No, I don't have my load order. And I don't think it's necessary as I tried deactivating everything and this still happened.
Basically, the cursor doesn't appear in game. Ever. Not at the main menu, not in my inventory, never.

Toggling menus on and off has done strange things to my game in the past in Windowed mode and see if the cursor shows....
Maybe try running in Windowed mode and see if the cursor shows up? I've never had the cursor with the cursor.
