Try right clicking on your project and selecting properties....
It defaults to JRuby which may not have the same gems as your ruby install .
Are you sure you are using the right PATH within Netbeans? Netbeans has per project options for which platform you use .

If your company was dumping toxic waste.
If your app does pose department and tell them how much exposure this causes.
And the risk to the user is low, perhaps you really don't need strong passwords .
