The proc(5) manpage describes iowait as "time waiting for IO to complete". This was mostly explained in an earlier question. My question is: while waiting in blocking IO, does this include waiting on blocking network IO, or only local IO?

It means waiting probably counts time waiting to swap in or demand-load pages into memory, e.g.
However, it will include time spent waiting for network file systems like NFS.

Have you checked other pages you have hosted on the same server? Possibly due to database connections or "slow" connections like that can cause the page... .
Where your files are hosted from for GoDaddy is not the same as where their homepage is hosted from .

Is there a linux command that allows you to see a processes IO wait time vs. CPU time? I'm trying to see whether some processes are IO-bound or CPU-bound.

High load averages usually mean that the system....
As a measure of CPU utilization, the load average is simplistic, poorly defined, but far from useless.
The load average tries to measure the number of active processes at any time.

So my guess is that at the time your load average of 25 if processes and/or threads are in the sum 25 at a given time period with a good set of preperd tests.
CPU and then blocks you have an average load of 25 also.
