I can't say what it ....
There isn't a "rule", but that doesn't mean there isn't an average.
(I'm nonsense to say there isn't an average.
That there is no "average." It depends on the school, the SC, and any number of other factors.

The proc(5) manpage describes iowait as "time waiting for IO to complete". This was mostly explained in an earlier question. My question is: while waiting in blocking IO, does this include waiting on blocking network IO, or only local IO?

It means waiting probably counts time waiting to swap in or demand-load pages into memory, e.g.
However, it will include time spent waiting for network file systems like NFS.

Is there a linux command that allows you to see a processes IO wait time vs. CPU time? I'm trying to see whether some processes are IO-bound or CPU-bound.

I am on my 5th desktop computer since 2000 (Y2K).
The most common thing that seemed to give out first (within 3-5 years) was the Power Supply, which I successfully replaced each time - with the recommended replacement.
However, it seemed like some (unidentified...

During that time, you'll be replacing some components 300% improvement a year.
Consult with a local IT profesional when probably need to replace or upgrade in 4-5 years .
I still use both of them to this day.
At the same time.

High load averages usually mean that the system....
As a measure of CPU utilization, the load average is simplistic, poorly defined, but far from useless.
The load average tries to measure the number of active processes at any time.
