Can anyone recommend their favorite website that maintains an up to date "best bang for your buck components to build your own pc" article. I recall coming across an excellent site where they listed the components for 3 systems (low, middle, high end)...

I would suggest HardForum the community there is always talking about the latest and greatest hardware... .
They have charts dating back years and also provide price / performance charts to rate equipment .
Tom's Hardware reviews all major components of PCs.

Which is the current best bank for buck, or best price to performance ratio Video Graphics card available today for playing 3D video games in the latest version of Windows?

Right now the best Linux cards are still Intel integrated (except that awful, awful GMA 500 "Poulsbo" chipset... .
The "best" video card for Linux is not necessarily the same one I'd recommend to Windows or Mac users .
The problem is that this is too general.
