When I plug my laptop in to the original manufacturer's AC adapter, my laptop battery charges.

It should then travel from the Starter back the the +ve Battery to isolate its output....
Disconnect the cable at the Starter from the Altenator to the Starter Motor .
This is the flow for the Altenator to charge the battery.

Its likely, that when the cable was cut, it blew the AUX fuse on the pcb,or the battery fuse blew when ....
The panel has its own charging circuit,either the battery is defective, or the panel isn't charging the battery.
