I would consider beta releases to be minor revisions to the "zero'th" version of the application so beta 1 would be 0.1 , beta 2 would be 0.2.

If you want to go down, a version that you can try to see how things will work out in a near future.
The 1.9.1 "Preview" however seems to be a beta since there is at least one issue .

If you find the opposite to be true, prep management to prepare for a longer more in depth... .
If customers are generally happy, and issues are more cosmetic than structural, plan for a shorter beta session.
