What you are talking about is called "traffic shaping".
Use your router settings to do that and port detect and distribute priority .

I come from a part of the world where the average Hollywood movie is released a year + later
than in US.
For example:
Transformers: Revenge of the Fallen will be released only 5-6 months down the lane. The Reader , I think will not be released at all....

The only way I found so far to have a normal web surfing, while the uTorrent is on, is to limit its bandwidth usage.
There is a smarter way where the torrent can use the remaining bandwidth?

Take you connection speed at allow uTorrent to use a certain percentage of it .
I have mine set to 10 kbps.
Set your upload limit to something reasonable instead of letting it rape your connection .

Damn now it's confirmed - cheggit is down forever. The admin posted that he deleted all of the torrents, IP logs, etc. and they seem to have shut down over legal bills or some such (and possibly the different admins getting in an argument with each other...

There is no trace of it left anywhere (no data in 'F:\P2P\New' and 'F:\P2P\Done' and no .torrent in 'F:\P2P\Torrents').
