Take a look at the Conditions tab of the Shopping Cart rule builder in Magento for a solid PHP database overlay, but it does have a great condition builder interface.

There are several ActiveRecord styled query builder libraries out there. Some are stand alone and some come built into frameworks . However, they really have trouble with WHERE and HAVING clauses when it comes to complex SQL. Setting other databases aside...

It's not only for WHERE-clauses --- the entire SQL query (be it a select or DML) is expressed with a data structure that is easily modifiable... .
It's a Python-library, but you can still be inspired by it .
SQLAlchemy 's API is the best one I've worked with so far .

There are lots of things you can add to you Itinerary a car and hotel while Bob might have two flights, no car and three hotels.
Think of an Itinerary builder.
