Too much trust is given when they should at least be doing Background & Credit Checks (Annually), this would/should help prevent some of this things .

Dan In WA you're not even required to have motorcycle insurance, so I doubt it would require an SR-22 on both.
Can't speak for any other state.
In California, you only need 1.
