My car is a 94 tt jdm, auto, 60,000 km, runs like new, I use 94 octane, k&n drop in air filter... I have hks carbon...

Maybe get a manual boost controller? White 1997 Hardtop TT 6-speed (J-spec) Absolutely get a boost controller.

So I have a 2G with a 14B turbo and no MBC but my boost gets to 15 psi. The actuator is connected to the factory boost control solenoid and there is nothing else controling boost. So why is it so high? Not that I mind the extra power but just curious?...

So after fixing.
For the actuator and boost control solenoid had come loose and was leaking A LOT of boost.

Here's what I could find on....
Without that, your application could not use the boost dlls installed by another statically to boost or if you can assure that your app only uses the boost dlls you compiled yourself it.
And compilers.
