As for Windows....
You should contact Dell regarding the Service Code (which you may need for warranty issues).
Bet is to ask Dell directly, you bought the machine from them and they should be the ones responsible for this sort of thing.

If you know for a fact that it has a webcam then you would most likely need to look up what webcam your model comes with and redownload the webcam software .

You could also try selling it on Craigslist or eBay .
