Gun makers don't sell such bills to only....
They buy from pretty much the same wholesalers/distributors that big shops do.
gun dealer could just purchase secondhand guns through things like other stores and private transfers.

You can buy a long gun from an FFL in a neighboring state as long as you go through an FFL shaded, showing which states' residents can buy guns there.
