I would recommend PHPBB for forums.
It's a pretty crap CMS, but it wins on forum intergration, because it is the forum.

A forum is different.
When you post an article on a blog or a thread as most CMS's and are only really different because of their stated intent.
Are each (separately) a CMS, since they manage content.

I know we're primarily a forum and not a source of news publishing, etc, but would there be any interest in adding the CMS and blog feature of vbulletin to our website? A long time back I know CougTek helped us with publishing news in the half-baked setup...

When we had the news site, I still chose to land on the forum page and go look and/or comment on news as something....
I suspect that we would all continue to use the forum as a forum regardless.
I don't know if it's necessary or not.

SilverStripe Joomla WordPress (is not a CMS as such) Drupal (is a good CMS but in my opinion not....
And it can grow with you
It also depends on your own level of skills but I would go with a CMS which has that often.

It's a CMS enough for you, you probably need to stop thinking....
The first is Drupal.
You've basically eliminated every CMS under the sun by insisting that no pre-made system could be configurable enough to do whatever it is that you need.
