For the torch you will need a machine torch that you can only get from the manufactur of your plasma machine, I do not know of a universal torch, so simple to use and has a lot of features they hav ....
I think sheetcam is a great p program.

Do you have recommendation for a CNC machine that would be used for hobby use? ie... not exceedingly expensive but still do a nice job.
Would prefer it be able to at least do a 1' x 3' piece of wood.

Why would you want hall effect stuff? there's an example around of making a cnc gear cutter into stepper pulses.
