By law the UK has to cut CO2 emissions 80% by 2050.Are UK politicians taking a lead and cutting theirs already? Have UK politicians taken the lead and cut back on their flights by 4/5ths and their car journeys by 4/5ths etc? Or are these enforced cuts...

1) what are the available methods to estimate the CO2 emissions from utility systems (like boiler, gas turbine exhaust,furnace stack emission, etc)....
2) Which method is best as far as techno-economic...
