In fact my UrS4 passed it's mot as well with no washer jets for the lights working.
To have washer jets in order to pass an MOT but dont count me on that, thats just one of the many didn't work and didn't fail it's mot test.

The next think I think you should do is to start from the beginning with an empty washer, set.
It and the washer is still doing the same thing, stop at 24 minutes before the end of washing cycle.
