Probably a stupid suggestion, but have you tried multiple surfaces? I had a laser mouse I was given (Targus brand) that would do what you it will be moved in arcs - it's a relative....
Download the intellipoint soft there and try to calibrate it.

Simple way to measure laser power
If you have a multimeter with temperature function just drill a hole in the cpu aluminum radiatior and glue multimeter termocouple inside it ..after that you just need to calibrate it to show mw instead temperature with...
