Most of what I read says that on-campus housing is not guaranteed for transfer students. Is there a list anywhere of schools that guarantee on-campus housing for transfers? I'm specifically looking for those in VA, NC, SC, GA.

Into account if you are a commuter or living on campus? If dd gets no money for commuting--and with gas aid could certainly be used for housing, gas, whatever.

So every time i submit an application, i get disapproved.
I can't change my address, i've had no problems receiving mails using that before.
I live on a housing unit inside a University campus and not just a dorm or a boarding house, but a permanent one...
