Call your card company and double check, but yes. My card includes insurance for rentals, so I never get the coverage on the rental cars from the rental company them self. source

You do not need insurance to get a Drivers License. But if you want to License a Car, you must have Proof of Insurance or they will not allow you to Register or Title it. source

Yes, insurance rates go up just for driving by an accident. If its not too deep you can buy a scratch repair kit from Wal-Mart for pretty cheep. source
