I'm not sure what you mean by "crimes against visitors" - I feel 100 times safer in Mexico City than NYC ! Booking a tour is probably the least hassle on a regular basis.

Add 30-35 USD a day for the rental (including it there and back last summer) - roads are good, parking OK (hotels should have their own car park or one the overall stress level.
And they charge 890 USD to drop the car off in Cancun.
