You certainly don't need to rent a car to get around Mexico City Mexico City!) so I recommend you just get the bus to your destinations.

As for the law, it is Civil ....
We have used them and have.
Gecko car rental, is your best and safest.
This is because there are at least 3 not guilty or something like that... .
And, if you´re a surfer, it really makes sense to rent a car.

This is our slow time....
We have seen the odd shower but for the most it has been great .
We always come home with a suntan and enjoy ourselves 100% .

That's not importing though.
Will in most cases have to place a bond, making sure that the car leaves the country again.
