PCI-E x16 card will only go in a x16 slot to a PCIe x16 card and cut the connector down to fit into a PCIe x4 slot.
PCI-E x4 card will go in a x4 or x16 slot.

If it is a full height PCI card, there actually are....
If you're trying to plug a PCI card on to a PCIe slot, that's quite to remove the case mount plate on the PCI card to be able to use.
That is PCIe but more lanes than x1.

There is no SIM card slot because it's CDMA: : There is no SIM card....
Also, make sure you're using the latest version of redsn0w .
If it's on Sprint and doesn't have a SIM card slot, it's a CDMA model, no doubt about it.
