I am going to refinish my living room floor.
I was planning on installing carpet on the steps leading upstairs, the hall-landing area, and into the bedrooms.

The same; put down actual stair-runners on the stairs themselves (not carpet strips) and then carpet decide! I would carpet the stairs, leaving finished wood on the sides showing.

Yes they are good for kids room but they are slightly more expensive than carpet it you want to carpet the entire floor alsoyou need to fasten them down or else it will be a safety hazard.

If the carpet is permanently installed, AND you have a standard HO3 policy, yes, the stain in the carpet WILL be covered, as that is not an excluded peril.

I take it the new carpet you're considering isn't OEM, is it? (I would imagine not for that price and lower door carpet pieces as well (either re-wrapping them, or dying them to match).
