As you say there are no carrier logos anywhere.
Looking in Settings > About - Carrier is listed as "CV UK" as you say, so this must mean it is unlocked then.

My opinion is that since I have paid for the data I should be able to use it in any manner I choose, and the carrier is immoral for attempting to charge me extra for tethering/hotspot functionality. I'm just curious how many others share this opinion....

Load their release? No, you can load any OS from any carrier as long as it's for your device.
