As you say there are no carrier logos anywhere.
Looking in Settings > About - Carrier is listed as "CV UK" as you say, so this must mean it is unlocked then.

I was just browsing on my (new) iPad verizon LTE and a update for carrier settings just popped up. I clicked update, the notification closed and that was it.
In General-About my carrier is now Verizon 12.1

My opinion is that since I have paid for the data I should be able to use it in any manner I choose, and the carrier is immoral for attempting to charge me extra for tethering/hotspot functionality.
I'm just curious how many others share this opinion....
