I do see the need to control the animal population though, including cats eventually become pregnant and give birth away from home, thus causing a feral cat situation because nobody knows where that mother ....

Our local shelter (Cat Protection Society) has good luck rehoming a dog on there previously.
And may take a few days to arrange a place for your cat.

Animal lovers/ breeders searched and didn't find anything about anyone that breeds animals. Or maybe just those that are animal lovers.
I'm not a breeder but I do love my dogs.

I would think some phone calls should be made to city officials if the board of directors will not address why strays are being turned away from the humane society. And it seems the current staff needs some customer service training on how to be couteous...
