You cannot see all of Los Angeles by walking unless you have about 2 months.
Los Angeles is 468.7 square miles which is 1214 square kilometers advice.

I have had good success with Covad Wireless (point to point, not satellite) in the central and east LA to the "central office", which varies depending on the location.

If you have kids and no car, I'd suggest Santa Monica as a good central place.
