SoStandard SDRAM doesn't do anything fancy with the clock signal (like DDR which is edge triggered ticks twice per clock cycle....
Your processors multiplier is locked, it won't respect any change you make in BIOS.
Your PC133 RAM.

Brings a whole new meaning to overclocking though When in the BIOS, do you ever see the clock read an even number of seconds? ie.
But this didn't make a difference - BIOS clock still speeds along at twice the speed.

my settings are 200/19.5@1.35vcore, the issue is that in openhardwaremonitor the core speeds will be 4 cores at 3900 the other 4 cores will be at 2800 and then the cores will be just the inverse...

That is correct but they all change allscreen shot showing issue, after 'loading optimized defaults' via bios, will do the same after and rejumpering.
The software may be messing up reading the clock speeds.

I dual boot Linux and Windows XP on my laptop. I added the following registry key in XP to support Universal Time from the BIOS:

That is BIOS....
The other bytes are 'user defined'.
The mechanisms for both bytes are standard and they are related to the Real Time Clock and a checksum.
AZZe,
Flashing your BIOS and changing the settings are not really related.
