Strongly written character that actually manages to follow Rucka's magnificent run.
Sinestro as Batwoman gets my vote.
However, there's one character that tends to stand out...

Assuming UPDATE and DELETE always occur at the start of a query, and even ... .
I can't be sure without benchmarking, but I think a substr() would be a faster option than stripos , as it wouldn't scan the whole string .
I probably wouldn't use any of those.

Other examples: Doom Patrol, Hour-man, Metal....
So I would put them in the lower tier power wise.
Aside from their wings, both and skilled in the use of weapons .
Of a hero in the middle tier power wise, but I think he's definetly lower tier.
