I just received a used Blade 450 and was reading through the manual and setting up my transmitter. The manual recommends 10% throttle for every position in the throttle curve for throttle hold. Does anyone know why it would suggest this?

You would want to have your throttle trim at the mid-point a solid ZERO,....
Want to have your throttle trim at the mid-point to begin with, and bind the helicopter correctly so the throttle trim to the center position.

Always speaking in terms of tuning.
You don't need anything extra than the stuff included in your kit.
The first uses the throttle angle and the latter uses engine vaccuum as well.

On checking out a very large svn repository I would like to throttle the bandwidth used by an svn client as to not impact a very sensitive network. Is this configurable within svn? Is this configurable in some other way?

check out mod_cband.
Depending on what you want to do to match the length, even something like l7-filter to match the contents .
It's quite simple but may fit your needs.
